How
do I know the rooftop I have been on is 'in compliance'?
Signage
Look for signage. The following are industry-accepted
signs that you may see at a site:

You may also see the '10 points' sign, depicted here:

The fact that signage is present means that someone has taken
responsibility to warn potential visitors to the site that
RF fields may be or are present that are in excess of the
limits prescribed by the FCC. Signage by itself does not make
the site compliant, but is a good first step towards allowing
for a general awareness of the prescence of RF fields at this
rooftop site.

Site
Safety plan
Is there a site safety plan present at the site for you to review?
This site safety plan should be contain measures to take at
the specific site, in order lessen any potential exposure to
RF fields in excess of the FCC prescribed limits. In some cases,
the site safety plan may be located at the rooftop egress point,
while in others, it may reside with whomever controls access
to the rooftop. In either instance, if a site safety plan is
present, you should review and understand it prior to accessing
the site. A good site safety plan will include specific measures
to take, and will list areas that should be avoided or entered
only with a personal monitor. It will also likely include measurement
results from the rooftop, as well as colored rooftop 'maps',
showing areas that should be entered with caution.
